Healthcare Quality & Patient Safety (HQPS)

The HQPS department oversees the effectiveness and quality of healthcare services delivered across Qatar. The main departmental goal is to ensure that the highest healthcare quality standards are met and performance targets are achieved. To do so the department continues to develop standards, policies and guidelines to guide the healthcare sector towards optimal quality and safe care based on the most up-to-date evidence-based best practice. Moreover, the department develops tools and indicators to consistently monitor performance and evaluate patient outcomes. To ensure a transparent approach, reports generated are used to inform and subsequently improve services at the national level.

Some of the department's programs and initiatives are as follows: 

Health Service Performance Agreements (HSPAs) 

  • • Monitor the overall performance of the healthcare system to ensure quality and accountability. 
  • • Develop and implement comprehensive standardized indicators with their measurement tools, procedure manuals, and national benchmarks.
  • • Collect, assess and analyze HSPAs indicator data from Hospitals, PHCs and Polyclinics, disseminate quarterly and annual reports for providers and soon to the public.
  • • Provide high-level reports to senior MOPH managers to garner support and promote evidence-informed health policy decisions. 

Patient Safety & Risk Management (PSRM) 

• Improve the safety of patients, families & staff through the development of patient safety strategies, programs and frameworks, e.g. patient safety reporting and learning system, engagement programs for patient, family and staff, etc. 

• Develop PSRM policies and regulations e.g., incident reporting policy, risk management policy, and open disclosure policy. 

• Adapt and implement regional and global Patient Safety initiatives e.g., Patient Safety Friendly Hospital Initiative (PSFHI), WHO Multi-professional Patient Safety Curriculum. 

• Plan and implement promotional, educational, and research activities related to patient safety such as the annual Qatar Patient Safety Week (QPSW) and PSRM publications. 

National Clinical Guidelines (NCG)  

• Develop and implement evidence-based best practice NCG. 

• Provision and implementation of a framework for the localization of guidelines to the Qatari context. 

• Translate the NCG into clinical care pathways. 

• Continuous support, development, maintenance and evaluation of the guidelines. 

Infection Prevention & Control (IPC) - Antimicrobial Resistance (AMR)   

• Establish active national IPC program to reduce healthcare associated infections (HAIs).
• Support education, training and awareness of IPC at the national level; Qatar IPC week, World Hand Hygiene (HH) day and World Awareness AMR week. 

• Establish national HAIs surveillance system. 

• Develop and implement a national program to combat AMR adopting “one health approach” including human health, animal health, food safety, agriculture and other relevant sectors.
