Building Human-Resources Capacity

Effective diabetes treatment requires a multidisciplinary team of health-care professionals, not just doctors, where diabetics, nutritionists, and foot specialists play a vital and effective role.

Currently, there are not enough trained healthcare professionals either  in care or education of diabetes patients to provide future services to diabetes patients.



An in-depth survey of health care professionals (the High Council for Health 2015-4, 2015-5) revealed:
 

Through this pillar, the strategy will do the following:
  • Determine the nature of the workforce structure:
We explore current gaps in the workforce and identify the resources necessary to fill these gaps.

  • Hire the proper number of specialists in appropriate jurisdictions: 
    • ​​​​​We develop special recruitment procedures to identify skills and training needs for the current workforce, and for newly employed human resources within diabetes care teams.

    • Partnerships are established at the national level with resource-supply institutions to ensure timely access to resources and support the implementation of our future model of care.
    • ​By 2022, the State of Qatar will have enough trained health professionals, community volunteers, lifestyle and health care counselors to meet the needs of patients and populations at risk for diabetes.

  • Provision of appropriate local health training:
    • ​​To ensure that opportunities are created for developing the workforce, we are preparing national diabetes health education curricula and programs that are suitable for both health care professionals. And community volunteers.
    • ​We are developing ongoing education and training programs for doctors, nurses, pharmacists and mentors to provide the required expertise in diabetes at the national level.
    • ​We make diabetes training part of other approaches to ensure that health care professionals and other patient professionals are properly understood.
    • ​We are creating a network Support for manpower training and coordination through education, training and employment.




Use existing manpower more efficiently by working together and building facilities coordination capabilities:
We are also developing and supporting hotlines to provide information with the required technologies, including websites, mobile apps, What's app services, and social media pages.
Monitor how results are achieved to ensure a tangible impact on people's lives, and our indicators of success include:

  • Patients receive appropriate care in the right place and time
  • Healthcare professionals should follow up and refer if necessary
  • Receive and comply with annual plans
  • Providing patient healthcare professionals with full health information, goals and self-treatment tools
  • Waiting time and frequency (rescheduling), Efficiency and time of achievement
  • Effectiveness of regular reminders, frequency of communication, attendance of consultation sessions, patient satisfaction with care and coordination.
